北海道富良野市 「パウダースノー実証事業」が第14回気象文化大賞を受賞！
この度、北海道富良野市（市長：北 猛俊 以下「富良野市」）のパウダースノー実証事業（以下「実証事業」）が「第14回気象文化大賞」を受賞しました。
気象文化大賞（主催：一般財団法人WNI気象文化創造センター）は、気象の減災・自助・共助、経済的利用、環境問題などへの対応における実用的な気象研究・活動を表彰し、研究・活動について助成をするものです。
富良野市では、「ふわふわでサラサラな雪」を『bonchi powder（ボンチパウダー）』と名付けて観光資源化するとともに、雪質を定量化する新たな指標「ふわサラ度」を北見工業大学と共同研究しています。この指標は観光の側面だけでなく、雪崩災害の予防にも応用できる可能性を秘めており、バックカントリースキーを安全に楽しむための防災視点でも今後の活用が期待されます。
■研究・活動テーマ：「ふわサラ度」を用いたパウダースノーの雪質定量化と観光振興・地域活性化への応用
実証事業は、Furano bonchi powderプロジェクト（代表：伊賀 裕治 以下「プロジェクト」）が主体となって実践しており、プロジェクトが気象文化大賞に応募・受賞したものです。プロジェクトでは、「Furano bonchi powder」をフックとしたキャンペーン事業を展開し、冬季の誘客を持続的なものとするために活動しています。
また、パウダースノーを数値で表現することにも取り組んでいます。富良野市の「ふわふわでサラサラな雪質」を表現するため、雪水比（降雪量(cm)/降水量(mm)）をもとに算出した結果を0～100のスコアに換算した指標（北見工業大学との共同研究成果）を『ふわサラ度』と名付け、スキーシーズンに情報提供しています。ふわサラ度が50以上で、極上のパウダースノーを味わうことができます。
この数値化は、富良野市の雪質の良さについて根拠を持って可視化・発信するものですが、雪崩災害の予防にも応用できる可能性を秘めており、バックカントリースキーを安全に楽しむための防災的視点でも今後の活用が期待されます。加えて、希少性の高まる「雪」に対し、住民のシビックプライドの醸成も期待されます。
The powder snow demonstration project (hereinafter referred to as the “demonstration project”) of Furano City, Hokkaido (Mayor: Takeshi Kita, hereinafter referred to as “Furano City”), has won the 14th Meteorological Culture Award.
The Meteorological Culture Award (sponsored by the WNI Weather Culture Creation Center) recognizes practical meteorological research and activities that address disaster prevention, self-help and mutual assistance, economic utilization, and environmental issues, and provides grants for such research and activities.
In Furano City, the “fluffy and powdery snow” has been named “Bonchi Powder” and is being promoted as a tourism resource. In collaboration with Kitami Institute of Technology, Furano City is also conducting joint research on a new indicator, the “FuwaSara Degree,” which quantifies snow quality. This indicator has potential applications not only in tourism but also in preventing avalanche disasters, and it is expected to be utilized from a disaster prevention perspective to safely enjoy backcountry skiing.
Research/Activity Theme: Quantifying Powder Snow Quality Using the “FuwaSara Degree” and Its Application in Tourism Promotion and Regional Revitalization
The demonstration project is primarily led by the Furano Bonchi Powder Project (Representative: Yuji Iga, hereinafter referred to as the “Project”). The Project applied for and won the Meteorological Culture Award. The Project is engaged in campaigns using “Furano Bonchi Powder” as a hook, aiming to sustain winter tourism.
Additionally, efforts are being made to express powder snow in numerical terms. In order to represent the “fluffy and powdery snow quality” of Furano City, an indicator called the “FuwaSara Degree” has been developed. This indicator, a result of joint research with Kitami Institute of Technology, is calculated based on the snow water ratio (snowfall (cm) / precipitation (mm)) and converted into a score from 0 to 100. Information is provided during the ski season, and a FuwaSara Degree of 50 or higher allows experiencing the finest powder snow.
This quantification visually communicates the excellent snow quality of Furano City with evidence, and it has potential applications in preventing avalanche disasters, allowing for the safe enjoyment of backcountry skiing from a disaster prevention perspective. Additionally, it is expected to foster civic pride among residents in the increasingly rare “snow.”
